There's no such thing as a BTA (Basic Travel Allowance) for Nigerians (or other residents) leaving Nigeria, and I have never understood how anyone could possibly believe anyone claiming there was: it makes sense for a country to impose such requirements on entry, not on departure (and incidentally, customs checks apply to goods, not people, and they concern what people are carrying, not what they aren't!). I'm sorry to have to tell you that you are being scammed by your "fiancé". The U.S. embassy in Nigeria is very well aware of this scam, but of course you might just find if you suggest that your "fiancé" contact them that he isn't quite as much of a U.S. expat (that is, a U.S. citizen living abroad) as he claims...
