Do men have to shave?

Any truth to the fact that men are frowned upon if they do not shave under their arms especially while exposing bare arms while sunbathing or swimming?

That 'fact' came from a man who came back from Uruguay recently with his underarms shaved. And when I asked why, he stated he was told by an American who lives there that all men shave that area. It's common practice in Uruguay. Underarm hair is definitely considered to be a breach of etiquette. never heard of this before.

I was born in Montevideo, actually live in Montevideo, capital city of Uruguay. I know all the entire little country, went to almost every beach and I can asssure that never heard or saw something like this before.
I don't know what kind of places this person used to be, but that's totally unaccurate.
Women do shave under their arms. Men (straight men at least) don't.
