dutch residence permit and schools

Hello, my friend has a dutch residence permit but she really hates her school. She has already applied for another school but it doesn't start until Aug of 2009. Does anyone know an english school ect that would give out a residence permit so she could quit this school and get some money back? Thanks

First, what school she/he is in??? If it is Uni, than you have to take that up with the Student Union,they will help you. If you are under 18, than depends if you are in NL, with your parents or not.
Usualy, the Resident permit, that little white, blue and green card,has dates of validity. And you shouldnt have any problems whatsoever. It is up to you in wich school ,you will go. As you are paying for the course. For example, I live in Maastricht for the moment, and the only thing, I have to do if I want to change address, is to go to the Alien Police,wich in my case is located in Heerlen,and tell them that you are changing address.
Do you still have to pay best part of €500 for yearly permit, or is gone down,now??
I know that 3yrs ago was €470, plus €530 for health insurace. That was for students at Maastricht Uni, wich are not part of EU.
Otherwise she/he can go to the local Geemente (Town hall)and ask.

I don't know whether the system is different in the Netherlands from Belgium, but schools don't give out residence permits! She should have her Dutch residence permit on the basis of being enrolled in a full-time course of study, if she changes from one course to another then as long as there is no gap in between (e.g. the course starting in August 2009) there shouldn't be any problem with her residence permit: she might have to get the address on it or other details changed by whoever issued it, but all the new school should need to do is issue her with proof of enrolment for use in this process.
But in any case, not only is "who knows a good English school" (what does that mean, btw? A school for learning English or a school that teaches something else through the medium of English?) an education and not a travel question, but I don't see ANY point of asking about any old school: how could we know whether your friend would like it any better than the one she is at? And since you don't mention which one this is, for all anyone who recommends one could know, it might BE the one she is at!

Yeah.... its really stupid to talk about "this is a travel forum...." why even freaking post if thats all your going to say!!! Of course I know the school doesn't issue the card. However if you aren't enroled couldn't they call ind and cancel it? All I want to know is if there is anyway you could leave a dutch university and basically either take a simple english course somewhere or sit out a few months doing nothing while you wait for the other univ. classes to start? To the ppl that really want to help thanks and if you need more info let me know.

The univ is zuyd in maastricht btw and an english school is simply any college/univ that can give out a res permit and main reason for existing is to provide english lessons. Thanks

These are complicated situations, the website of the IND says that you should call the IND in this situation:

The rules are quite strict nowadays, so I am afraid it will be hard. What is your friend's nationality?

I think you can get money back from university if you stop, but it is not certain if she can stay in the Netherlands after this change in situation...

Your friend probably was granted the residence permit BECAUSE she was going to study at the university.

If she stops studying, the reason why she got the card changes. If you have another valid reason to stay, they might be able to change the residence permit.

However, it is also possible that she should leave the Netherlands again and apply for a new residence permit from her own country.

If she officially stops the study, the IND will likely find out after a while...I don't know how official they are nowadays.

Maybe she should contact the universities that are involved and try to enroll in the other one...The academic year just started so maybe there can be arranged something...

(I have had my own share of IND-cr*p because I have a girlfriend from outside the European Union and I know how hard they can be: just be persistent in your questions until you have a clear answer...They are also not a bunch of very bright people, so talk slowly :-)

Your friend should talk to her tutor or university administration first. Maybe there can be an administrative transit between the two schools. The school she is at now could be liaised with another school. Let her find that out.
I would wait contacting the IND until she has full clarity on what the rules are as far as the school is concerned. In the meantime, she should NOT quit school but carry on studying.
There are English language universities like PJ said: the University College Utrecht. And various business schools. However, we need to know what your friend is studying.
