When I saw the post, my understanding was that the OP was asking about hand bags that were either (1) imitations of designer labels (perfectly legal, although quality is dubious at best) or (2) had designer label IDs but were not actually made by that designer (not legal, but not stolen either). Canal Street in NYC is famous for the latter -- the illegal sweat shops nearby exploit and abuse workers to make them, and people ignore these crimes to get their "designer" brand at a discount -- but I'm not aware of any such similar area in my present home of Philly. I hope it's because there is less tolerance for worker abuse by shoppers in this city.
If you want to find hand bags at low cost, check out Franklin Mills Mall. There are a lot of outlet malls there, where you will probably find pefectly legal, designer label, hand bags that are at a good cost because too many of them were manufactured. Shipyard Shops Outlets in Wilmington is another such place.
Disclaimer: no law requires that a seller give better price or variety at a "factory outlet" shop. You might find the best price for the exact hand bag you actually want at Neiman Marcus in King of Prussia Plaza -- or at the K-Mart in Center City. But I'm not familar with an area in Philly that specializes in (what Americans call) "knock-off" products. There may be one, I've just never heard of it.
