I was in Harbin in January 2007 and the temperature was -21c and I have a Goretex Fleece + Wool underwear and Wool sock. Its warm enough and I didn't aware there is somewhere you can rent clothes over there but it is definitely not expensive to buy one over there.

In harbin from December to next January when the weather is frozenly cold is the best time to enjoy the area's ice and snow and the relative activities.
The Harbin Ice and Snow Festival usually run on December 20 every year. On January 5, it's formally open to the public. The people living in Harbin have the custom of visiting relatives. So, the first 5 days during the Spring Festival is relatively cold and cheerless. You'd better go to Harbin during the holidays of the Christmas Day or after January 5. In this way, you won't miss the greatest pleasure of Harbin.

It mightn't be "fun" for the Chinese if it's not noisy and crowded, but some of us prefer to have less people while sightseeing so that you can actually get to see what you came to see, instead of just people and more people!
The answer to your 2nd question is: no. People don't rent this kind of stuff. Would you be willing to rent underwear and bras?! Even if not for personal hygiene's sake, most of us wouldn't be sharing those items of clothing anyway. Buy a set for yourself! Where else are you going apart from Harbin?

Hi!

I am also going to Harbin in Jan 09!

I have been doing allot of research and have been informed also by my brother who lived there for a little while.

In Jan it can reach up to minus 28 degrees (that is so very cold!)
We have just bought all of our clothes from outdoor/adventure stores because they were having a sale.

You will need:

Thermal underwear (both top and bottom)

A ski Jacket (duck down is the warmest but is not necessary, it can be expensive)

ski pants (make sure they are waterproof)

Gloves

Beanie/warm hat

Warm woollen socks

A scarf

and plenty of jumpers and long sleeved shirts.

Depending on your size, you may not be able to find suitable clothing to hire in Harbin as you may not fit the clothes (Chinese sizes are very different and quite small)

I would advise you to try and buy the clothes at home before you go, if you cannot afford to buy, it might be worth checking out ski hire places (hire the clothes at home and return them when you get back)

Other than that, if you really must get them in Harbin, go to Wal-Mart, they sell plenty of snow gear there very cheap but there isn't a place you can hire unfortunately.
