I'm afraid snow id not a regular occurrence in any part of England, other than the tops of the highest hills.

Lying anow of any depth is a rarity now, although most places may see a light snow shower or two over the winter months.

It's very rarely they have snow in Blackpool, lots of rain, but no snow.

if you want snow AND Blackpool, probably best thinking about Cumbria, an hours drive up the M6 motorway. Snow isn't a certainty but more likely in the winter months.

Blackpool can be chilly, from September onwards but it's alweays fun.
