Most hotels in Luxor have english food available. People wear whatever they want there, since it is mostly tourists with no concerns for the culture or beliefs. They pay no attention to the "stay off the monument" signs either. Honestly you will find that the daytime temperature so warm, you will appreciate being covered and not burnt to a crisp. We were there in May and by 11 am, it was 40C. I found that capris and a silk poncho not only respected the locals, it was very cool. Couple of tips. Up a 6 out by 7 and back at hotel by 11 and sitting under a umbrella. Don't forget hat or umbrella......
