As Barbara (ranger49) says, if there are taxis anywhere in Treviso, they will be (1) at the airport, and (2) at the main train station - this is true everywhere in Italy, since taxis do not roam the streets but rather stay in taxi queues in prominent locations (airports, train stations, and major piazzas).
Just be sure to go outside to the taxi queue (all the official taxis in a line will be hard to miss) and ignore anyone inside the terminal offering you a ride...the only exception is if there is a kiosk for taxis inside (I don't know if Treviso has this - just avoid the individuals who come up to you to offer "help"). This will also be true everywhere you go in Italy.
