I have a bit of trouble parsing your English, but here's the deal:
- The "normal fare" is always available, and entitles you to travel on any train of your choice on the route and day for which you train is valid. This normal fare you can buy on the internet, at the ticket counter and from ticket vending machines. It will cost the same in each case.
In principle you can just buy the ticket at the DB ticket counter as soon as you get of the plane and get on the first train to Cologne.
- The "savings fare" is available in limited quantities for each train. You need to book this in advance, and they come in different prices, with the cheapest ones selling out fast. This type of ticket is only valid for one particular train. If you miss that train (because your plane is late) you can take another train, but you will have to pay a surcharge of 15,- plus the price difference with a normal ticket to the ticket inspector on board.
