Could anybody please tell me how safe is area between market and chestnut st, from 2nd st block to ~ 13th? How safe is to stay in hostel in this area?

This area is totally fine--right downtown, with a lot of people around most of the time. Philadelphia is a big city and you should take appropriate big-city precautions (walking in deserted areas late at night is never a good idea!), but this neighborhood is a good one.

the area is as safe as can be expected in the city. in general, the higher th number the seeder it gets in town. by the time you get to 10th street you'll start to notice a gradual change.
