Valencia has two beaches: malvarosa and las arenas. i suppose they're popular because they're in the city, relatively close to the center, and because of all the restaurants in the promenade. however, they're not the best beaches if you want to swim, the water's not the cleanest. for cleaner water you have to go south, a bit. staying half way to the city center and a clean beach wouldnt be a good idea as then you'd be taking public transportation for everything. so you can either stay in the city center and then take the bus to the beach every morning (locals do it), or stay at the beach and take the bus to the city center some day (if i understand right this is what you had planned). the bus to el saler (that actually reaches Cullera) runs every 30 min in the summer and it's slow. the beach in el saler is better than the beach in valencia but still not too clean. i'd stay in Cullera. cullera has very good beaches and it's a lively town. there's a train to Valencia and it takes aprox 30 mins (www.renfe.es).
if you decide to stay in cullera, the area called 'san antonio' is the one with the most restaurants and shops, though there're other quieter areas too. i cant recommend an especific hotel. some friends of mine stayed at Playa Mar (or smth like that), and they were quite happy with it because of location and cheap price, but they said rooms were small.
