I am going to ks in Jan 2003 and wondered if anyone can give me some tips on hiring car and daytrips to surrounding islands for snorkling and fishing

Koh Samui is a nice place to go, but I won't rent a car if I were you...no need to do such thing. Just rent a motorbike, it's more fun, and distances are small.
The best beach for snorkelling should the one in front of the Hotel Imperial on the east coast of the island.
But Samui is not really a place with crystal-blue waters, so take an excursion boat to the Marine Reserve which is north of the island (I can't remember the name). Here you'll find a piece of paradise.

You will love ks it is really laid back and the people are very friendly. A motorbike really is the way to go as the others said. Don't book any snorkling or sightseeing trips before you go as you can get god info and negotiate god prices when you get there. You will love it !
KS is a very small island, but if you are looking for a relaxing holiday it's the place to go.
