The only cross-border transport is by minibus from Ulcinj to Shkodra. There are a few of these each day. So first you have to get a bus to Ulcinj (either direct or with a change in Bar) - this is straighforward. Then the minibus - when I was there it left from the centre of Ulcinj, not the bus station, but I don't know if that is still the case. From Shkodra there are lots of buses or minibuses to Tirana (although not so many from late afternoon on). See the Shkodra guide at www.inyourpocket.com for more on all of this.
You might also see organised excursions to Albania advertised in Kotor or Budva. I believe it's possible (although a bit more expensive) to use these as one-way transport - i.e. go on the tour as far as Tirana and get dropped off there. However I am not sure if they still run in late September.
