Can you get on the roof of the Arc at any time, or only during opening time from the army museum?

Brussels does not have an "arc de triomphe" but you are clearly referring to the Cinquantenaire archway (arcades du Cinquantenaire): you can only access it during opening hours of the Army Museum - which closes for lunch - once inside, follow signs to the "panorama".
The archway was in fact built to commemorate the 50th anniversary of the Belgian State (hence "cinquantenaire") - although only finished for the 75th!
