Taking a rented car across the boarder is always a trick issue. I know you can take across to Oman. Ask the rental company if they'll allow you to take the car to Saudi for Umrah

I think you can do it, but you need a visa from saudi arabia embassy and you should get a pass permit for the car...
better to contact saudi arabia embassy for the full details

Yesterday, I asked 2 different rental companies and both said you can NOT take the car across the boarder into Saudi Arabia.
