Yes airport taxis are available and can be arranged to take you to Baguio.
Trip will take about 3-4 hours. You'll be lucky if you can rent it for P5K (one way) Clark -La Union is about 3 hours non-stop La Union- Baguio is 1.5 to 2h

FYI, La Union is a province, and you pass by La Union province on the way to Baguio. You can take a direct trip to Baguio without transferring in La Union. Its about 180 kms from Clark to Baguio. If however you have a specific place in La Union to visit before going to Baguio, then its another matter. San Fernando, La Union is also about 180 kms from Clark. Bauang is 10 kms before San Fernando, coming from Clark, while San Juan is about 10 kms also but after San Fernando, going northward. San Fernando to Baguio is about 2hrs by bus and 1.5 hrs by private car.
If you dont have too big a baggage, then taking an aircon bus from Dau to Baguio is cheaper, relaxing comfortable. You only have to take a taxi from the airport to the Dau, Mabalacat central bus terminal. Yes 5000 pesos would be a upper reasonable price for a taxi or van hire. bong

Hi Lee! you'd need a loadful of information for your questions but lets get on with it one by one:
1. yes, there are taxis at Clark airport, but may not be the best option 2. trip by land may take 4-5 hours depending on time of day and traffic 3. cost by taxi may be 10 times more than the regular commuting trip 4. by land, clark to la union may take 5-6 hours, again depending on time of day and traffic 5. baguio to la union is only 1-1.5 hrs Now, lets go back to #1. the best way is probably to ask the taxi to take you to Dau Bus Terminal, which may cost about P300, more or less. Here, about 90% of buses from various buslines stops to unload and pick-up passengers. Take one bound for Baguio. Cost around P400+/-
