Many African countries have visa and border controls. They can and will stop people from obtaining entry. I flew to Sudan 3 times last year and saw the tight controls they have. I have known 3 people to be refused entry/visas to Sudan. For many countries, it is not about the money. It is about security, authority, bias against other countries due to history/polotic and or reciprocity of visa controls. There are also issues invoved with refugees. If you think you can just show up, wave money or leave things off the application form - you will be in for a rude shock. I was on a planne that was delayed as Sudan was refusing permission for some one to come off the plane and go through as they did not have their paperwork in order. Oddly they had put some of the paperwork they needed in checked bags. Once they were reunited with bags and all paperwork - they were allowed to 'land'. Also, in some countries, attempted illegal entry can be a crime.
