Can I travel from Cottbus Hbf to Dresden Hbf with a train ticket "Das Sachsen-Ticket" - which is a Länder ticket? Or do I need an extra ticket from Cottbus to the border of the Sachsen Land?

You'd indeed need an additional ticket. A standard-ticket Cottbus-Dresden (one-way) sells for less than 20 Euro. Hence a Sachsen-Ticket would only pay off, would you return to Cottbus the same day.

Cottbus is in Brandenburg and thus not covered by the Saxony Ticket.
Map showing where the Saxony Ticket is valid for: http://www.bahn.de/regional/view/mdb/pv/planen_buc A few places in Brandenburg are however covered. E.g. you could buy a normal ticket from Cottbus to Ruhland and use the Saxony from there on. Makes no sense for a single person and a one-way trip however.
