Mexico Pls advise: Celestun or Rio Lagartos National Park for eco tour in November??

Please advise which is a better place to watch the Flamingoes in around mid November?? I heard that the birds will fly to one of those places in different season.
BTW, I prefer to go by public transport since I will not drive a car, any suggestion and info?
or better to join a eco tour, any suggestions??
