I am looking for a hotel close to the centre of Washington DC that is self catering and close to public transport. 2 adults and 2 children under 9 for 2 nights.

We have always found it best to stay in Northern Virginia, but near a metro station. A car in DC can be a liability. The last time we stayed at the Marriott next to the Dunn Loring Station in Vienna. We were able to get a reasonable rate and they have a pool. Each morning we would walk across the street to the train and ride into DC. At the end of the day we might have dinner and drinks before riding back to the Hotel. Here is a link to the Hotel. Hope you have a great time.
