My parents and I will be going to Ho Chi Minh in the early August for three days. I understand tat it will be rainy season so I wonder if I should book tours to go to Cu Ci tunnel and Mekong river as I afraid tat the ground might be too slippery/muddy for my parents to walk. Or shall we just do the shoppings and sight seeing in the HCMC?

I was there in late August and we only had one day of rain - and that only afternoon storm.
Both trips you mention would be messy in the wet but you could do them OK, the guides will not let you get into trouble with slippery ground. Take a walking stick/hiking pole with you on wet days. Check out ttp://www.wunderground.com you can get a history of weather in HCMC over the past few years for the dates you will be there.
