I am planing to travel between Bishkek to Osh in early October. How would the condition of the Roads are usually in that time of year? Is it hazardous? does it have frequent blizzards?

The roads will be in good condition, October is too early for blizzards. You will have to pass two mountain passes and there will be snow up there but for the most part you will be OK
