try & see if you're able to get info from this link :
http://www.mfa.gov.sg/home/idx_visaFor.html as for taxi, depends on which date & what time, there's surcharge during certain days & hours. It should not exceed SGD$30(appx) from airport to chinatown with surcharge. also depends on what kind of taxi, limosine will have different charge. some guidelines for surcharge: - mon to sat 7 to 9.30am & 5 to 8pm (35% of total fair) + erp gantry at $2.50 entering city area like chinatown - fri to sun add $5 on top of the above. - usual metre fair should be appx $15 for that distance. the different surcharge is quite complicated, hope i'm correct which i usually got mixed up, but all metres are computerise with build in satelite & censor, so they can't cheat. Good luck.

If you have only four hours by the time your flight arrives and the other flights leave, and you dont have a singapore visa, i think it would be extremely difficult for you to go out of the immigration and customs and take a taxi to chinatown and get back in time.
immigration is very efficient, if you had a visa, you could have gotten out and then taken a taxi, which are also very efficient. there used to be a programme in which you could leave your passport and then go out with an organized tour but they required you to have six hours at least. Good Luck. If you have time, call the Singapore embassy and enquire, they might be able to help you.

As an Indian National, you can try for Visa Free Transit Facility, provided that certain conditions are met:
