It is worth taking a chance, rooms are cheap and you might get a sunny day. Anyway most of Pattayas attractions are for "indoors".

Usually it only rains for a short period of time every day. It does nothing to damper the Pattaya experience. I have worked in that area in the past and the short rain periods keep it a little cooler and make it tolerable to work or visit.

I think that the weather in Phuket is lousier during the rainy season than Pattaya. Pattaya is only around 120 baht to take the bus from Ekamai bus station or you can take a taxi. Takes around two hours by bus, a little less by taxi.

Most of the time the rain stops in an hour or two and the sun comes out. Bring an umbrella. Beach is okay for walking, sunbathing, shopping, restaurants, malls and bars - tourists don't swim there. For beach type swimming you can go to nearby Jomtien. Some of the cheaper hotels may have pools.

Pattaya is known for cheap hotels, cheap transportation, easy walking and bars! Hotels are in low season pricing right now.

If you want "nightlife" in Bangkok you can find a hotel in the Sukhumvit Road area, near the Nana Skytrain. Nana Hotel for instance, is pretty close to many places. If you only have one night then this might be the better choice and save Pattaya for next time.
