The fare is $1.70. Take the MRT from Bugis to Outram, change to the North East Line and head towards Punggol. Or for a faster trip, walk 15 minutes to Little India MRT Station take the train directly to Punggol.

You can take the North-east train from Punggol to Little India. Take the B exit (I think, or take the exit towards KKH hospital) and take a bus (or you can take a short walk). It's about 2 bus stops away.
It shouldn't cost more than S$3 with the train and bus.
