Looks like some of the best places to see it would be Hoshoot, Burenhayrhan or Bor Udzuur (whatever inside the area).

I can reach Ulan Bataar the 24JUL and need to leave from there the 5AUG.

I've seen the round trip flight prices to olgii or khovd and i really can't afford them (500 $ aprox).

¿There's some other way to travel to the eclipse path? ¿would i be on time?

So you'd better to hire a jeep then.

If you plan to hire a jeep you'll have to hire a guide as well and bring food and gaz and everything as well. I don't think that this will be much cheaper than just take a trip trom a tour operator or guest house. And don't take too cheap trips! drivers often are drunk and guides don't speak english. If you want to enjoy your trip than check everything carefully and ask on travel forums for experiences someone's made with the company you go to plan with!
