Hows the weather and sea condition of Batanes in late December/early January? Is it possible to cross to Sabtang Island in this time of the year?

We intend to go to Batanes in October. Is it safe to ride the boat bound for Sabtang? Is it possible to tour around Batan Island at that time? I am traveling with my wife and 5-yr old daugther. Please advise. We really wanna go to Batanes by October but if it will be risky, then we have to postpone for March next year.
