Check skyscanner.net for cheap flights - there are lots of airports in northern Italy that budget carriers use. Ryanair has several routes and I've found good deals to Venice in August with them. Innsbruck might be a possibility too?
You'll probably find the train your best bet once you're in Italy - check trenitalia.it and you'll soon find out which airports are more convenient. For example, it will take about 3.5/4 hours to get from Treviso (Ryanair's version of Venice) to Bolzano. Check Bergamo, etc, as well, and find out which are available from convenient airports in the UK. Bristol and Birmingham both have plenty of cheap flights to Italy. Accommodation - I don't know Bolzano well but Italy is quite pricey at the moment. It can be hard to get a hostel bed in many towns so you may have to pay for a whole room in a b&b. Have a look at hostelworld and similar sites for b&bs.

Innsbruck might be the best option, if you cab find a flight - from there a direct train takes about 75 minutes !

Looking at the website of Cardiff airport there seem to be direct charter flights to Verona. If it is correct, getting from Verona to Bolzano is easy: you should get a bus from the Airport to Verona station, and from there a train to Bolzano (90 minutes, no changes).
