i will be going to dubai with 8 hr transit in doha. i am planning to have a city tour- get out of the airport. Is this possible? i need a visa for this?

Yes, you'll need a visa.
However some nationalities can get an entry stamp at the airport for free allowing stays up up to 60 days. Unfortunately you don't state your nationality, there I can't tell whether yours is one of those that qualify.

Sorry I forgot something : Are you aksing about entry regulations to Qatar or the UAE. The above answer was re thouse of the UAE, if your question was about Qatar : The same as above goes, only that select nationals can get their visa on arrival (55 QAR, not free), while others need to pre-arrange it.

I believe on a Philippine-passport you need to apply for your visa BEFORE you travel to Qatar.
