1) I stayed at the Sea Cliff, certainly didn't feel unsafe there.
2) I am not sure how anyone else can tell you whether it is better to stay in Dar at the beginning or the end of your trip, what would be your criteria for deciding? I stayed longer before than after but that was purely a matter of travel arrangements.
3) I would certainly recommend visiting Ngorongoro (and if possible also the Serengeti), but again, it's up to you to work out what works for you in terms of when you do it. It sounds as though the diving is your main aim so you might as well do that first?
4) Yes you do need a yellow fever jab - although I don't know why you would believe the general travelling public rather than a doctor/medical centre! In any case, it lasts 10 years so now you are covered for travel elsewhere in Africa and S. America.
