I understand that convicted criminal have hands and occasionally heads amputated, if foreigners happen to be there they may be pushed to the front for the entertainment of the crowd.

Ah ok, that was the downtown Al-Batha District where most expatriates converge and lots of shops, market,gold souk, and practically lots of activities going on. Though it's the first time I heard it's being called "chop-chop square", maybe coined by expats for the same reason already mentioned.

It's more popular though as the central place for expats to meet and shop especially during weekends (Thusdays & Fridays)... as far as I know.

...in contrast, the Olaya District is a better choice, it's the commercial hub of the city and it's where the famous landmark - The Kingdom Tower - looms over the whole city. Al-Bathaa has had it's days, but still is interesting to visit, many old neighborhood.
