A transit visa is issued for people who are LEAVING the airport, but staying less than 72 hours in transit in Doha. If you don't leave the airport - i.e. enter Doha - Airport Transit Visa is required only for certain categories, and I don't think you should need one, but of course you must find out officially before you go or they won't let you on the plane in Dubai. When stopping over (as opposed to simply changing planes) it makes a difference if you are travelling with Qatar Airways, so if you are, ask them.
