Well, I can't name a dealer, though there are quite a few.
It is quite dangerous driving in Santo Domingo. I've seen people hit each other and drive away like nothing happened. Out in the country I've seen semis hit motoconchos and bicycles. Many people have died on motor bikes in the Dominican REpublic.
You would probably be a lot safe in a small car. I rented a Daihatsu down there and loved the amount of power that tiny car had. Plus, then you have a place for groceries and you won't get rained on.
This being said, I've also rode around on many motoconchos while there (but definitely not on the busy streets of Santo Domingo). I'm just stating that I wouldn't recommend you make any deals to buy a motorbike before being there at least a few days to decide if you're willing to take that risk.
