Yes, regional trains work like that. See a post from Mccalpin 374 days ago about a new policy for online tickets on those trians.
But, really, expecially if youa re not totally sure of the time you will arrive at the staion, do not worry.
Regional trains are a little slower, but this can be no more than 20/30 minutes.
However, i would be a pity to miss a faster train just to wait the next regional
Buying a ticket at the automatic machines at th stations takes 2 minutes, they have an english translationand you can choose the train just before to jump on it (5 minutes before if the train has mandatory booking such as ES).
So, you just buy the ticket for the next suitable train. Trains with mandatory booking apart, you can take the train even if it is full... just standing along the aisles.
At Verona station, the ATV tickets for the bus may be purchased at the tobacco shop (look for a big withe T on blue background). Validate in by stamping it in the machine at the front door of the bus (you may purchase on board with a little supplement, if I remember well).
