Hi there,
well i think there isn't a 'best' time unless you're particular about weather. It's getting warm now and will peak in Aug. Things will cool off towards end of the year (with rain of course).

Try this site for more info: http://english.trtc.com.tw/index.asp. The maps are really useful (at least for me).

Hope this helps!

July: very hot, over 32c, typhoons, "flower blossoms"
August: very hot, over 32c, typhoons, "flower blossoms"
September: hot, over 25c, typhoons
October: warm 20-25c, no typhoons
November: warm 20-<25c, no typhoons
December: 18 - 20c
January: cold 12-18c
February: warmer 15- 20c Chinese new year
March warm, 15>- 20, rain season

For south Taiwan add +5 degrees
for mountains, minus 1c for every 200 elevation meters (i.e. 30c at sea level 3000m = -15c ->15c)
Swimming june - September, south year round.
