Before I answer ur question tell me where u from so i can point you to the right direction. Anyway, if u r going to start from MIA or NAIA and decided to use local transport like jeepney u have to go to Baclaran then take public transport via Divisoria and when u reach Divisoria u can take another jeep bound to Navotas. The easiest way take taxi and he will drop you anywhere u like in Navotas.
