What would the weather be like in mid-march in St. Jean de Monts?

That far north and on the Atlantic it will surely not be warm enough for swimming, if this is the intention of the question...

Would it be good enough for walking around? Would the usual shops be open?

Of course!
Just wear warm clothes. Enjoying the outdoors always depends on being appropriately dressed. Even in rain (well, not a bad storm...) I enjoy walking on the beach. I do not know if all shops in this particular village will be open but as the locals also have to survive, so at least you should find something to eat ;-)

*** probably, but not a bad place for a bracing stroll.
