I guess that if you go to a bank or currency exchange office you will get the official rate everyday, but if you bargain at shops or markets...and you want to pay with a diferent currency than the local...they will use an easy "rate", no cents...

1 € =1,95 1$ = 1,25 but your short cut is good. (euro 2 TRY) (USD 1 TRY)
http://www.paragaranti.com/pages/doviz.jsp in turkish but you can understand it. more local and correct website. Enjoy your Istanbul trip .Do not shop in touristic areas (Covered Bazar etc.) Shop im Matmutpasa ,Sultanhamam,Marpuccular street etc.Check where is full of locals go there for shopping and eating etc.If it s full of tourist run away :)
