I am going to Las vegas for first time this month and was wondering if the big hotels let you use their pools even if your not staying there.If so is there a charge

Many of them do but some of them don't. It's usually a $20 to $50 US charge for non hotel guests. Especially at the "Adult" pools.

Some of them check for hotel cards before entering the pool area. Try giving them a call and asking.
Mandalay Bay MGM Grand Mirage Wynn Are some of my favorites.
