The Cool Season ends approximately mid-February, with average high temps around +/- 30 degrees Celsius for the first half of the month. The chance of rain is 'slim to none'.
There are literally hundreds of places to stay in Chiang Mai, and you will not need reservations for the lower price guesthouses / hotels. If you are looking at a mid to high end hotel, I personally would book a hotel in advance if for no other reason, the internet rates are usually better than the walk-in rates.
