One is tempted to say "never", but you probably want a serious answer ;-)
For the cheapest months, I would say late January to mid March and November to early December (you may get lucky in late October, too). Avoid major holidays (like Easter) But also check out August(?). In Rome, for example, some places drop their prices in August because all the locals have gone to the beach - not as low as low season, but still lower than high season. On the other hand, August is hot and sweaty in much of Italy, so it's really only better than, say, July, if the price is cheaper ;-) Certainly the weather is nicest (to my preferences) after October 1st, when it has cooled down (pleasant days and cool nights) - autumn is definitely my most favorite season in Italy... Florence is an extortion whenever you go, but just having been I have to say it was worth it and you will benefit from the best food in the whole of Italy!
The season officially 'begins' with Easter weekend, when hotel prices will be 80 -300% higher than later in the Summer, so if money is an option, go at least the weekend after Easter to benefit from that saving!!

Florence is very touristic destination.
November, January, February and March are low season times. If you want to visit Museo dei Offici, be prepared to wait a long time and to get tickets for another day if you stay in high season.
