Yes, as long as you agree not to conclude that what you see is at all representative of Mexico. Border towns, especially in dry dusty places, are often the pits. They are worst even than the traditional movie depictions of Mexico.
I am not saying that this is not "real" Mexico, because, of course, every part of Mexico can be said to be part of the "real" Mexico. It is just that it is not part of the best of Mexico by a long shot. Have a good time.

I would chose Mexicali. It is the capital of Baja California and is trying to give out a modern clean city look to tourists. Hey, even an Applebee's opened in Mexicali. The largest mall in Mexicali is the Plaza la Cachanilla.
