Yes, they have all the equipment on the boats. Flippers, masks, tubes and flotation vest (mandatory)- they are in OK condition, but not the best quality. IF you are comfortable snorkeler you will be fine, but I am a beginner and I preferred to bring my own super-duper mask and tube. Their flippers are really good and fast (unless you have some odd foot size) ;-)
They charge US$25 per person. You can pay in peso. They hare nice, caring, helpful and will show you their best spots. It really does not matter which fisherman you will pick. They all work for Marine Park, have the same equipment, and similar boats. We preferred the local man that were hanging out at the pier, and we were happy each time (they did spoke communicative English). However if you bring your own stuff + flotation vest, you can snorkel for free just off the beach. It is good to do both, to go with fisherman and to snorkel off the beach, they are totally different experiences and you see different stuff.

When we went we used the equipment they provided and it was fine. The water isn't very deep anyway.
You are choosing a great place for snorkeling. It was one of the highlights of our trip to the area.

My hubby and kids went for a week, and we fell into an awesome situation, We hired a taxi driver, his name was Al and he met us at our hotel every day at 8am and took us to the neatest places. We went to chitzinitsa (sp) swam in a cave, (well of the pig), swam with dolphins and his cousin had a boat that took us to the island and we snorkeled off a reaf. We paid him 200$ for the week. It was well worth it!!!!
