Look at www.venere.com for accommodation options and reviews.
Yes, it's safe as long as you use normal city common sense. Last time I stayed at www.domushotel.com which was excellent. I always stay around the Termini area, which has reasonably-priced hotels and is convenient for getting everywhere. Termini has rail, metro and bus station, and is where the airport transport ends up/goes from. The Colosseum is about 20 minutes walk away. All of central Rome is extremely walkable, but also has an excellent public transport system (bus/tram/metro); you can get a 3-day pass for 11 euros.

Yes, around the Pantheon is fine. Maybe 20/25 minutes walk from St Peters/Vatican, about the same to the Colosseum/Forum.
It's in the historical centre, so it's easy to walk (or get transport) to all the main sites. The centre of Rome is not a spread-out as many other cities, so it really is easy to explore. Get a good streetmap when you arrive.
