Washington D.C. Golden Angel In Washington DC

I took a picture of the Washington Monument when I was in DC last weekend and there's a large, golden statue of an angel in the photo. I am no longer there and I cannot find anything about it on the Internet. Any ideas what this statue represents, origins, etc? The shot was taken near the White House on the west side facing south toward the monument. When I look at Google Maps, it appears that it may be located directly south of the Old Executive Office Bldg, across the street State Pl NW.

There is a WW I monument in that area, this might be it. Why don't you post a photo of it and maybe someone will recognize it?
