Will be visiting SF end of July. Looking at VRBO accomadations and would like to know which locations (neighborhoods) are best/central. What should we avoid? Budget is $200 per night for 7 nights.

I'd recommend The Chancellor Hotel, you cannot get a better location!

How many people will there be? By best/central do you mean close to tourist sites, transportation, restaurants, ....

If you have a car and want free parking, try the motels on Lombard St. If you won't have a car (recommended), and if you like the standard tourist things (Chinatown, North Beach, Fisherman's Wharf), there are a lot of hotels at the Wharf. If you want to travel around by public transportation and go out to the beach or Golden Gate park or take the ferries, you might be better off downtown.

I am assuming you are looking for a vacation rental since you mention VRBO - is this correct?

There will be four in our party. There are lots of VRBO rentals available but I don't know which neighborhoods are the best or safest.

Yes, but don't know which neighborhoods are safest or central to all the usual tourist sights. Chinatown, fisherman's wharf, etc.

As a tourist you would probably prefer Marina, Ft. Mason, Cow Hollow, Fisherman's Wharf, North Beach or Russian Hill as close to things you would want to visit.
