I recently heard something about there being a EUR visa or mastercard that one can obtain in Canada for use in Europe.

Any card with Visa/Mastercard will work in Europe as far as I am aware (as long as your bank/provider doesn't block it......best to tell them where you'll be and when).
The EU has apparently been talking about setting up their own card (and/or doing something to control cards/charges/fees.....just google for more info, as it's not my area of interest or expertise). As it still doing the talking this April it's unlikely anything will be in place for a while (if ever).

I'm looking for a card that is of EUR currency. So that I don't have to encounter currency exchanges every time I make some type of a purchase.
It can even be a prepaid EUR card, as long as I can get it here in Canada. I don't want to be carrying around much cash everywhere.

American Express has one that HSBC deals with, of which we have branches in Canada. Yet I don't think I have access to those.

As I understand it, the currency of transaction is irrelevant. Unless you pre-load a debit card with euros (and then you'll pay the exchange rate/commission anyway) transactions are converted to your/your provider's 'home' currency as they are processed.
I don't think you can get a card which will only function in euros, unless it's pre-loaded (or you have a euro bank account).
