I Googled "Railway routes New York to Niagara Falls" - there's a lot of info.
Amtrak (U.S. rail) will get you to Niagara Falls, New York.
VIA Rail (Canada rail) appears to have a route that crosses the border, however the following note was highlighted on the site:
<<Important information: If you reserve a ticket on a train that crosses the Canada-US border, it is very important that your ticket be purchased before 8 h30 on the morning of your departure so that your name will be entered on the passenger list transmitted to the customs.Passengers whose names do not appear on the list will not be allowed to cross the border.>>
You may also want to check the sites for Greyhound Coach and Grey Coach.
Taxis I have no info. on.
