Baltimore Baltimore area info needed

We have 4 days to do the Baltimore area (I know, we need more time). Obviously we need to maximize our time. We would like to visit Annapolis, Ft. McHenry, Fell's Point, and the D.C. area for a day. I know this is a lot to squeeze in, but I've been trying to get our friends there for years. I want to show them a lot.
*Any suggestions for an Inner Harbor Hotel that won't break the bank?
*Since we want to go these other places, would staying somewhere inbetween make sense?
*Isn't there an interesting (perhaps historical) town inbetween Baltimore and Annapolis?
*Have a missed anything we should see/do? Thanks!

Since I live in Ellicott CIty (which is a historic town south of Baltimore), I don't have occasion to use the hotels in the Inner Harbor. When I have stayed in the area, it has been at the airport.

The question is - will you have a vehicle? Because you can do the Inner Harbor (Aquarium, Little Italy, Flag Museum etc), Ft. McHenry and Fells Point without one (possibly even in one day and from an Inner Harbor Hotel), and you may even be able to get to D.C. on the train, but to get to Annapolis in the time frame you have given, you really need a car.
