I am looking for a hotel in Manila close proximity to the SuperFerry (going to Cagayan de Oro City) decent, cost efficient two to three stars.

If you are looking for a first class hotel, the historic Manila Hotel is within walking distance. You will probably pay at least double the cost for a 2 or 3 star...but you will also have a great room in a location rich in history. For example, it was here that MacAuthur set up his HQ after the Japanese were defeated in Manila toward the end of WWII.

I like staying at the Aloha on corner of Roxas Blvd and Quirino Ave. I have stayed there several times.
It is a short taxi ride to the superferry pier from there. I have actually caught a superferry to Manila then stayed at the Aloha. A year ago, a room with a view of Manila bay and the yacht club marina was P2,600 per night.
